It's a horrible thought. I translate the speech of the historical characters I write about into English for convenience sake, but they probably speak more like the average folks you get at the local train station, saying 'hoff' instead of 'half' and interspersing every single word with an expletive. (The Scots court were very fond of swearing, I believe...)

If they were all Scots it might make sense, but... It's a question of consistency!! My gut instinct is that they wanted to make Surrey sound coarse and vulgar, so they used Scots to provide the contrast with Queen's (or King's!) English.
